This is a set-screw type step, commonly used with early No. 20 rear sights. The No. 20SR (late variation No. 20 Falt-Top) was originally used on early Savage rifles such as the Model 23, 25, 40, 45, 1920, 1933, and many others. The condition is Very Good, showing typical wear from normal use.
